Jean Monnet Programme

The only segment of the Lifelong Learning Programme opened for participation of the institutions from Serbia is the Jean Monnet programme. It aims primarily at stimulating teaching, research and reflection in the field of European integration studies at the level of higher education institutions within and outside the European Community.

The programme exists since 1990 and at present there are 60 countries throughout the world and around 700 universities which offer Jean Monnet courses as part of their curricula. Jean Monnet has three key activities:

Key Activity 1: Jean Monnet Action

Actions within this key activity are the most numerous and allow various approaches to the European integration studies. European integration studies are here defined as the analysis of the origins and evolution of the European Communities and the European Union in all its aspects. They can cover both the internal and external dimension of European integration, including the European Union's role in the dialogue between peoples and cultures and the European Union's role and perception in the world.

The programme beneficiaries include higher education institutions and/or associations of professors and researchers specialising in European integration. Actions within activity one are the following:

  • Jean Monnet Chair are teaching posts (rank of professor/senior lecturer) with a specialisation in European integration studies. Must teach a minimum of 120 hours per academic year in the field of European integration studies.
  • "Ad personam" Jean Monnet Chair are teaching and research posts with a specialisation in European integration studies. They are reserved for (i) distinguished professors who deliver evidence of a high-level international teaching and publication record (that was achieved, at least in part, outside their country of residence) and/or (ii) professors with a distinguished background as former high-level practitioners in the field of European integration.
  • Jean Monnet Centres of Excellence represent a pool of scientific, human and documentary resources for European integration studies within one or more universities.
  • European Module: as a course of minimum 30 hours, on European integration studies.
  • Association of professors and researchers, of an interdisciplinary character, whose explicit purpose is to contribute to the study of the European integration process at national or transnational level can also apply for Key action 1.
  • Information and research activities with the aim of promoting discussion, reflection and knowledge about the process of European integration.
  • Jean Monnet multilateral research groups, as a partnership of at least three Jean Monnet Chairs from three different countries leading to the creation of an integrated academic network in the field of European integration studies.

Key Activity 2: Support specified institutions dealing with issues relating to European integration

The Jean Monnet programme also supports certain key institutions and associations active at European level in the field of education and training. Operating grants are awarded to support certain operational and administrative costs of these institutions pursuing an aim of European interest:

Key Activity 3: European associations active at European level in the field of education and training

The Programme can provide operating grants to support certain operational and administrative costs of European associations active in the fields of education and training. The condition is that these associations fulfil the following criteria:

  • support the existence of high-quality European associations active in the field of education and training;
  • support European associations contributing to the implementation of the Education and Training 2010 work programme;
  • support European associations contributing to increasing knowledge and awareness on the European integration process through education and training.

The potential beneficiaries are European associations active in the field of education and training at European level, particularly those which are most representative in terms of the target groups that are likely to be covered: for example, European associations of learners' or parents' associations, European associations of education professionals, European associations representing educational and/or training establishments, European associations focussing on particular aspects or themes of education and/or training and European associations focussing on education and/or training in European integration studies.
