Who can participate?

Institutions and organisations, which may participate in the Tempus programme, range from higher education institutions to non-academic institutions such as non-governmental organisations, business companies, industries and public authorities.

Public administrations (Ministries, other national, regional and local administrations) or governmental organisations may be "associate partners" in projects but may not receive funding from the grant with the exception of per diem and travel costs. This applies to both Joint Projects and Structural Measures.


The grant applicant for a Tempus project submitting a proposal on behalf of all partners in a consortium, must be:

  1. a state recognized, public or private higher education institution
  2. associations, organisations or networks of higher education institutions dedicated to the promotion, improvement and reform of higher education as well as to co-operation within Europe and between Europe and other parts of the world. If such associations, organisations or networks also cover other education sectors and training, the main focus of their activities must be on higher education. An association will count as one legal entity/partner institution, meaning that the association/network will be treated as one partner from the country where the headquarters are based.
  3. in addition to these an applicant for a structural measures project can be national or international rector, teacher or student organisations.

 

Please note that starting from Call 3 in Tempus IV individual experts can no longer be part of a project consortium. If fully justified external expertise is needed for achievement of project results then external experts may be subcontracted for certain activities.
