Institutions and organisations, which may participate in the Tempus programme, range from higher education institutions to non-academic institutions such as non-governmental organisations, business companies, industries and public authorities.
Public administrations (Ministries, other national, regional and local administrations) or governmental organisations may be "associate partners" in projects but may not receive funding from the grant with the exception of per diem and travel costs. Please note that starting from Call 3 in Tempus IV individual experts can no longer be part of a project consortium. If fully justified external expertise is needed for achievement of project results then external experts may be subcontracted for certain activities.
