Tempus priorities

The programme works through its projects. Themes for Tempus project are structured around the main components of the EU's higher education modernisation agenda and within following three building blocks:

1. Curricular Reform

Modernisation of curricula in academic disciplines identified as priorities by the Partner Countries, using the European Credit Transfer System (ECTS), the three cycle system and the recognition of degrees

2. Governance Reform

  • University management and services for students
  • Introduction of quality assurance
  • Institutional and financial autonomy and accountability
  • Equal and transparent access to higher education
  • Development of international relations

3. Higher Education and Society

  • Training of non-university teachers
  • Development of partnerships with enterprises
  • Knowledge triangle education-research-innovation
  • Training courses for public services (ministries, regional/local authorities)
  • Development of lifelong learning in society at large
  • Qualifications frameworks

The themes from the above building blocks selected by a Partner Country become the national and regional priorities for that Partner Country/ies.

The national priorities are established in close consultation between the Commission, Delegations of the European Commission and Ministries of Higher Education in the partner countries.

The regional priorities are based on the EU's policy for cooperation with the Partner Countries' regions as identified in its strategic documents concerning the neighbouring countries, those for pre-accession to the EU8 and those in Central Asia.

Cross regional cooperation (between regions) is possible in multi-country projects provided that the theme of the proposal is listed as a regional priority or national priority for all the Partner Countries concerned. (see our section How to apply for more details about current priorities)

Currently valid priorities for Tempus projects can be found in the text of the Tempus Call for Proposal. Please pay attention to the tables at the end of the Call for proposals that indicate which among the above enumerated fields for governance reform and higher education and society as well as for curricular reform are chosen to be priorities for Serbia and/or Western Balkans in the current Call.

It is important to emphasize the necessity of an institutional cooperation approach in Tempus projects. It should be noted also that the Tempus programme does not support research.
