Useful Suggestions for Applicants

An applicant for a Tempus project has to be a higher education institution either from the EU or the partner countries. The definition of institution which categorize as such is in Tempus is as follows:

Higher education institutions shall be defined as all types of state-recognised post-secondary educational and vocational training establishments which offer, within the framework of advanced education and training, qualifications or diplomas of that level, regardless of what such establishments are called ("University" or "Polytechnic", "College" or "Institute")

Partners in a Tempus project can be all other type institutions or organisations which actively contribute to achievement of project objectives and work programme. These can be:

  • rector, teacher or student organisations;
  • non-governmental organisations;
  • social partners or their training organisations;
  • chambers of commerce, labour associations or other public or private professional organisations;
  • private or public enterprises;
  • research institutions.

Public administrations (Ministries, other national, regional and local administrations) or governmental organisations may be "associate partners" in a project but may not receive funding from the grant with the exception of per diem and travel costs. This applies to both Joint Projects and Structural Measures.

The Ministry/ies of (Higher) Education in the partner country/ies must be involved as "associate partner/s" in a Structural Measures project.

Strengthening the links between higher education and society should be considered as a overarching priority for Tempus projects (Lisbon process objective).

Priority will be given to applications that involve, where appropriate, non-academic members in the partner countries such as enterprises, Chambers of Commerce, research centres, Ministries of Education as well as local and regional authorities;

Priority will be given also to:

  • Structural Measures projects
  • Multi-country projects targeting more than one partner country and addressing the regional priorities of all the partner countries involved.
  • Projects actively involving students, women, enterprises, social partners, research institutions, Ministries of Education, NGOs and other non-academic organizations where relevant

Read the full text of the Call for proposals

Tempus usually has one deadline for submission of applications per year. Application deadlines in the ongoing programme phase (Tempus IV) were/ are:

  • 28 April, 2008 (1st Call for proposals)
  • 28 April, 2009 (2nd Call for proposals)
  • 09 March, 2010 (3rd Call for proposals)

Please note that projects will be considered only if they fit into general programme priorities and specific national/ regional priorities which are stated in the text of Call for proposal

Think whether the project you intend to prepare belongs to the category of joint projects or structural measures

Joint Projects aim to improve the situation in higher education institutions in one or more partner countries. Specific national/ regional priority areas for the Joint Projects are stated in the text of the Call for proposals.

Structural Measures projects aim to improve the higher education system as a whole in one or more partner countries. If structural measures, the project objectives can target for example national laws, organisation, coordination, accreditation, evaluation, policy etc at a national level. Identify and timely involve relevant partners for the project

Tempus projects aim at transferring knowledge between EU higher education institutions and institutions in the partner countries and between partner country institutions to modernise university curricula and governance.

Tempus supports institutional cooperation. Projects are developed by consortia of institutions. Please be aware, that proposal for a Tempus project should be prepared jointly by all the partners involved in a consortium. Each one of them should be aware of its role, responsibility and activities that are planned in the project as well as of financial plan of the project.

Priority will be given to applications that clearly show a balanced distribution of tasks and responsibilities among all partners including a substantial role to the partners in the partner country/ies.

Priority will be given also to applications that can demonstrate that they involve students or their organisations throughout the project cycle.

Avoid overlapping with previously funded actions

Tempus projects should demonstrate that they build upon the results of previous projects and, where applicable, work undertaken in the framework of the EU's internal programmes (notably the thematic networks under the Erasmus and the Lifelong Learning programmes).

Decide what is an optimal number of projects in which your institution can participate

An organisation can be a partner in more than one application in the same Call for Proposals. Each application is considered separately. However, the role of each organisation must be active, fully justified and appropriate in each project. More importantly, the project themselves should not be similar. If they are, they risk being disqualified. We expect that similar projects with the same (or almost the same) partners should be combined into one single project.
