When a Tempus project is selected for funding Grant-applicant institutions signs contract with the European Commission by which it undertakes, on behalf of the whole Consortium, the legal and financial responsibility for the project.

Rules for the implementation of the project are contained in the Grant Agreement and Project Application.

It is highly advisable that all the partners of one project are aware of the necessary contractual documentation

Tempus Grant agreement contains the following parts:

  • I. Specific conditions
  • II. General conditions

and the following annexes:

  • Annex I Description of the action
  • Annex II Estimated budget of the action
  • Annex III Technical implementation reports and financial statements to be submitted
  • Annex IV Guidelines for the use of the grant
  • Annex V Third party fiche

Budget for a project is transferred in three installments:

  1. 60% of the total Tempus grant allocated for the project
  2. 30% when 70% of the first installment (60%) has been spent
  3. after submission of the final report, up to 10% of the total Tempus grant allocated for the project, depending on the idea what are the real expenditures reported

The EC encourages the project participants to pay attention to the Dissemination and exploitation of results of the Tempus projects: Useful information about how to organize dissemination activities can be found on:

Please note that the European Commission has right to reduce the budget of the projects as presented in the project application as well as to give recommendation to improve certain activities from the application form.
